Are there any rules (laws) preventing a licensed realtor from commenting on or advising a person regarding the devaluation of his property when something is erected nearby, say a junkyard, for example. Actually, the realtor might be called as a witness in court to testify to property devaluation. Anyone familiar with this?

Who would be BETTER qualified than an experienced real estate broker actively working the area?

And why should there be a law against it?
