Looks like they'll run the recipient's credit and Citibank gets another victim they can spam with their crap. This should be illegal.
There's a lot to be said for Western Union. I'm not exactly thrilled with PayPal's lengthy terms and conditions, but they state they'll only run your credit when you owe them. |
