If a CRA does not respond to a dispute within 30 days and you send a follow up letter stating it has been more than thirty days, and they still don't respond, how long should you wait before you send another letter?

When you sent them a follow-up letter stating it had been more than 30 days did you also cc: The federal trade commission? Did you make it clear to the CRA that you had reported your dissatisfaction to the FTC?

Do not pass go. Do not collect $200. Do not let them waste any more of your time. Do not wait any longer. Proceed to court, the next tool Congress gave you to resolve a dispute.

You can file a complaint with the FTC if you want. They're nice people who may be able to help.

No I didn't Cc. But I did mention that I would contact the FTC if I didn't receive a responce within 7 days. It has been 19 days.

You should carry through on that threat. Write the FTC complaining and cc: The credit reporting agency.
