i am a co-applicant on a credit card, but i have never used it. Now it is charged off. am i reliable for this? If the owner of the credit writes to the company telling them that she wants to take full responsibilyty and wants my name removed is that ok. Can it be done?

No. You're LIABLE, period. How old? If it's beyond the SOL, then you shouldn't have to worry about it - just dispute it and make it go away.
