Once Charge-Off is paid, they can no longer report the account as R9?

I was always told by credit bureaus that once an account is charged-off, it remains an R9 until it falls away after 7 years, regardless of whether it is paid or not. (I have one in mind that has been paid in full for 5 years but still shows an R9) Is this accurate or should the R9 become part of the previous history of the account and the current reporting be R1? If it should become part of the previous history could you pinpoint where in the FCRA this situation is covered?

Paid collections usually report as R5. Nothing you do will ever convert it back to R1. It still is a profoundly negative mark.
