WOULD LIKE ADVICE ON CHARGEOFF

I had a PROVIDIAN account that charged off in 10/97. (due to medical reasons)This account shows up under PROVIDIAN on my report as charged off for $1175.00 (original balance $500.00)(There is no entry from any other creditor) I contacted CARREON AND ASSOCIATES (an online debt negotiator) to negotiate this debt. After months, CARREON finally found out that a COLLECTION agency called PLAZA COLLECTIONS had the debt. PROVIDIAN referred CARREON to PLAZA COLLECTIONS.
CARREON and PLAZA came to a settlement amount that PROVIDIAN agreed to of $500.00, but when CARREON went to negotiate the rating. PLAZA COLLECTIONS advised that PROVIDIAN retracted their offer because they were having problems validating the debt and did not want any problems. SO they did not want to settle the account. CARREON advised me there was nothing more they could do and that I should try to dispute the debt with the CRAs again. I Did and it has come off of my TRANSUNION credit report. Today I received a letter from ANOTHER/different collection agency. FIRST NATIONAL COLLECTION BUREAU INC. about the providian account. This collection agency is not on the credit reports. Should I go ahead and just settle with them? and ask them not to report it? The debt is mine. And I am afraid that if I send the cease and desist letter, they may either:

Turn it back over to Providian, who will re report the debt and we would be back to square one.
OR
they may refer it to even ANOTHER collection agency.
ALSO: will PLAZA COLLECTIONS (the collection agency that previously had this account) will they now report the debt to the CRAS?

I have no idea what to do at this point.

I would dispute the debt with First National.

NOBODY can legally report debts that can't be validated.

I'd send the document stating that Providian refused to settle because they can't validate the debt to anyone attempting to collect and to the CRAs to dispute if reported.

Nobody can say you didn't TRY to settle, and you even got an excellent witness such as an outside firm who worked on your behalf.
